A protester demonstrates in front of a Planned Parenthood, Tuesday, July 12, 2022, in Saint Paul, Minn. A court ruling that struck down most of Minnesota's restrictions on abortion as unconstitutional will speed the process for clinics and patients, though providers are still studying all the implications of how the landscape will change as a result.

MINNEAPOLIS (AP) — Attorney General Keith Ellison said Thursday that he won't appeal a ruling that struck down most of Minnesota's restrictions on abortion as unconstitutional, saying the state has already spent enough time and money on the case and is unlikely to win an appeal anyway.

Ellison, a Democrat who supports abortion rights, called his decision “in the public interest and ... the right legal decision.”

A Georgia county has filed a lawsuit that seeks to force a company to sell it 4,000 acres on which the county has long planned to build a launch pad for commercial rockets. Coastal Camden County took legal action just days after Union Carbide Corp. said it no longer intends to sell the land, citing a March referendum in which county residents voted to kill the deal. Camden County has spent more than a decade and $11 million pursuing a spaceport for launching satellites into orbit. Critics fear the project would pose safety and environmental risks that outweigh any economic benefits. The lawsuit filed Wednesday contends Union Carbide violated a binding agreement to sell land to the county.

Two dancers have been injured at a Cantopop concert in Hong Kong after a massive video screen suspended above the stage fell onto performers below. Cantopop boy band Mirror performed Thursday. It was the fourth of a series of 12 scheduled concerts by the band. Video on social media showed Mirror members Anson Lo and Edan Lui performing with a dozen dancers on stage when one of several suspended LED screens above the stage came crashing down. The falling screen appeared to directly hit one dancer on the head and body, before toppling over onto another performer as the audience screamed in horror, according to clips. Police said both dancers were sent to the hospital in a conscious state.

Arizona’s congressional primaries are packed with Republican candidates as the party tries to chip away at the state’s majority Democratic delegation. Voting ends Tuesday in the primary election to determine which candidates will face off in November. Democrats hold the delegation's majority, but control could flip to Republicans because of redrawn districts favoring the GOP. Eight of the nine seats are up for grabs with one incumbent running unopposed. The races have drawn Republicans who are promoting their military service, invoking former President Donald Trump's name and vowing to be tough on border security.

Pennsylvania’s Democratic governor is suing the Legislature over a package of proposed constitutional amendments that Republican lawmakers are pursuing, including one that would say the state constitution does not guarantee any rights relating to abortion or public funding of abortions. The lawsuit filed Thursday in the state Supreme Court argues that the proposed abortion amendment would violate privacy protections. Wolf wants the high court to throw out the amendments, declaring that they are not constitutionally valid. He also claims that bundling the abortion amendment together with four others runs afoul of a constitutional rule against passing legislation that addresses multiple, unrelated topics.

Idaho officials are looking to expand the number of participants in auctions for state lands and potentially bring in more money by allowing remote bidding. The announcement by the Idaho Department of Lands on Wednesday comes ahead of auctions next month for 10 cottage sites at Priest Lake in northern Idaho and an auction this fall for an island in Payette Lake near the vacation and second-home town of McCall in west-central Idaho. The department's Jim Elbin says remote bidding could increase competition and help bring in more money for beneficiaries, mainly public schools. The auction for the Priest Lake cottage sites is Aug. 13 in Coeur d'Alene.

Charges have been dropped against a Black north Louisiana man whose severe beating before he was arrested in 2019 led to criminal charges and lawsuits against a state trooper. A traffic violation and charges of resisting an officer had been hanging over Aaron Bowman of Monroe for two years before the Louisiana Attorney General's office moved to dismiss. Court documents show the office on Monday cited “insufficient evidence to support prosecution” and “credibility issues” with the officers who arrested him. Former trooper Jacob Brown has pleaded not guilty ahead of his federal criminal trial next March in connection with the beating of Bowman.

Authorities say an Oklahoma man and a woman described as his girlfriend have been arrested for the death of a young child whose burned body was found in central Oklahoma. The Oklahoma State Bureau of Investigation says police acting on a tip found the child's burned body Wednesday in Seminole, about 50 miles southeast of Oklahoma City. Police later arrested  32-year-old Chad Jennings on murder, child abuse and conspiracy warrants and 31-year-old Katherine Penner on accessory to murder, child abuse and desecration of a body warrants. Jail records don't list an attorney who could speak on their behalf. It was not clear how the couple and the child were connected. Authorities haven’t specified the age of the child, which the OSBI said was a toddler.

With new abortion restrictions clamping down in Georgia, Democrats hope their advocacy of abortion rights will lure moderates and shore up enthusiasm. That gambit could determine a U.S. Senate seat and the governor's race in the South's premier swing state. Democrats will make their pitch in places like affluent eastern Cobb County, hoping to lure college-educated women away from Republicans. They'll be fighting against GOP candidates focused on the economy, a flip from historical patterns where Republicans sought to motivate voters with opposition to abortion. However, some Democrats fear that support for abortion rights won't be enough to win in November.

The Kansas City Chiefs are signing defensive end Carlos Dunlap to a one-year deal, giving them an experienced pass rusher opposite Frank Clark and providing first-round pick George Karlaftis with another veteran presence. The 33-year-old Dunlap was released in March by the Seahawks, who acquired him in a trade with Cincinnati in 2020 and had signed him to a two-year deal. Dunlap rotated with other defensive ends in Seattle, much like he’s expected to do with the Chiefs, and had 8 1/2 sacks along with eight tackles for loss while playing 38% of snaps last season.

Federal officials say that a California man accused of plotting to kill Supreme Court Justice Brett Kavanaugh had a more expansive goal to change the makeup of the Supreme Court in discussions he had online. According to an affidavit, Nicholas John Roske told unidentified internet users his goal was to reverse the then-leaked draft decision of the since-overturned Roe v. Wade decision. Killing one jurist could change the decisions of the court “for decades to come,” he wrote. “I am shooting for three.” Roske explained that “all of the major decisions for the past 10 years have been along party lines so if there are more liberal than conservative judges, they will have the power.”

California officials say four people have been killed and six were injured in a head-on crash between a sedan and an SUV carrying a Mexican family of seven on vacation. The crash on a two-lane highway notorious for collisions happened Wednesday night in the small city of Rio Vista, south of Sacramento. Police Chief John Mazer told reporters the sedan had three occupants that authorities estimated were in their 20s and that several victims were ejected from the vehicles. Authorities did not identify the victims but Mazer said that one of the drivers was among the dead. The six injured people were hospitalized.

The parents of a teenager who was one of three people killed by a former Wisconsin police officer over a five-year span have filed a federal lawsuit alleging that he used excessive force and that the department he worked for “embraces and promotes” racism. In their lawsuit filed Thursday, Alvin Cole’s parents, Tracy and Albert Cole, are seeking unspecified damages from former Wauwatosa Officer Joseph Mensah, the city’s former police chief and its insurance company in connection with their son’s February 2020 death. Mensah shot the 17-year-old during a foot chase outside a mall and said the teen fired first. He resigned under pressure in 2020 and joined the Waukesha County Sheriff’s Department.

Ron Rivera says the Washington Commanders are still learning how to practice after the team was fined for excessive contact during offseason workouts. Rivera was docked $100,000 and the Commanders were stripped of two spring practices next year for not following NFL rules limiting big hits during organized team activities. Rivera feels he has done a good job adapting to league practice regulations during more than a decade as coach. He says he doesn't mind players chirping and taunting one another. But Rivera also wants to see some teaching and constructive benefits come from those moments in practice.

A former Massachusetts state senator and Republican candidate for Congress has pleaded not guilty to charges including allegedly stealing a gun from an elderly constituent and misleading investigators about what happened. Dean Tran stated in court Thursday that he was “absolutely not guilty." Investigators said the 46-year-old used his position as a public official to intimidate the woman into parting with her late husband’s firearms, making her sign a pre-prepared contract and giving her $1,500 in cash for at least eight guns in June 2019. On Wednesday, Tran filed a lawsuit against Democratic Attorney General Maura Healey, calling the charges politically motivated.

The U.S. Department of Justice says a North Carolina woman has pleaded guilty to charges that she sold unapproved drugs on her website that claimed to be remedies and treatments for COVID-19. U.S. Attorney Jane E. Young says in a news release that Diana Daffin of Charlotte, North Carolina, pleaded guilty on Wednesday to selling unapproved drugs with the intent to defraud or mislead the Food and Drug Administration. Court documents and statements made in court showed that in March 2020, the FDA learned that she was selling unapproved drugs on her website. Prosecutors also said she sold unapproved drugs to an undercover agent.

Workers at the largest sugar beet processor in the U.S. have rejected a contract offer that includes a 17% pay increase over four years. Union president John Riskey said the offer from American Crystal Sugar was recently rejected by an overwhelming margin, but he did not provide details on how many members voted or the margin of rejection. The Moorhead-based cooperative said that it negotiated for 10 days with the Bakery, Confectionery, Tobacco Workers and Grain Millers’ International Union. Riskey says workers felt they deserved a bigger pay increase after helping the company weather the COVID-19 pandemic. Both side agreed to continue talks.

The Israeli Supreme Court has cleared the way for Jewish settlers of an outpost in teh occupied West Bank to remain in their homes, overturning an earlier eviction order that determined the land had been bought illegally. The judges ruled this week that the Mitzpe Kramim outpost, though built on privately owned Palestinian land, had been given to the settlers in “good faith” by the Israeli government. They said the 40 Jewish families living there could therefore remain. Palestinians fear this could set a precedent for future disputes over Jewish settlements being built on privately owned Palestinian land. Peace Now, an Israeli anti-settlement watchdog, called Wednesday's ruling an “absurd decision.”

The monarch butterfly was categorized by scientists last week as endangered. Populations of the iconic orange-and-black butterfly have plummeted over recent decades because of habitat loss, pesticides and herbicides, and climate change. What can home gardeners do to help the monarch? The first thing is planting milkweed. It's the only plant on which monarchs lay eggs and which monarch caterpillars eat. Choose the right milkweed for your region. The National Wildlife Federation has an online database to help select plants native to your region. Adult monarchs need other kinds of plants too, specifically ones with nectar-bearing flowers. Avoid pesticides and herbicides, even ones labeled natural or organic. And consider setting up a butterfly puddling station with water and a warm rock.

Barcelona says it has reached an agreement to sign France defender Jules Koundé on a transfer from Sevilla. The 23-year-old center back is expected to sign a contract after completing a medical exam. Barcelona has not disclosed the length of the contract or the transfer fee it is paying Sevilla for the services of Koundé who had also drawn interest from Chelsea. He would Barcelona’s third major signing after it sold part of its television rights as it tries to both claw its way out of debt and rebuild a competitive team after winning nothing last season. Already this month it secured the transfers of striker Robert Lewandowski from Bayern Munich and winger Raphinha from Leeds.

One of the nation’s biggest lottery prizes has grown a little bigger as the Mega Millions jackpot increased to an estimated $1.1 billion. The increase on Thursday ahead of the next drawing on Friday night makes the jackpot the third largest, behind $1.5 billion prizes won in 2018 and 2016. Before rushing out to spend $2 on a ticket, keep in mind that the odds of winning the Mega Millions jackpot are a staggering 1 in 302.5 million. The $1.1 billion prize is for players who get their winnings through an annuity, paid annually over 29 years. Nearly all winners take the cash option, which for Friday’s drawing is an estimated $648.2 million.

Juan Soto could be the biggest star dealt before the Major League Baseball trade deadline if the Washington Nationals choose to make that move. But he's not the player the team is most likely to trade before Tuesday afternoon. That would be veteran first baseman Josh Bell, who is in the midst of one of his best seasons. Bell is batting .304 with 13 home runs and could be an ideal rental acquisition for a contender in need of a solid bat just about anywhere in the lineup. The soon-to-be 30-year-old has also shown a knack for getting hits in important situations.
